The second you attack them, they get the explanation point above their head and start attacking you. The other NPCs work that way as well if they aren’t already hired by somebody. Anyways, after you defeat the boss in Black in Mega City, he drops his legendary weapon and a key card to the vault where you can get a bunch of goodies.
