Let us start with the present crisis in the FBI as the whole organization, and then we will try to address the specific problems of Puerto Rico.
“FBI may be biggest loser in investigation of investigations: Favorable opinion of FBI has dropped from 52% to 43% since February” [of 2018].
Some observers supposed that there were able to diagnose the problem correctly and they conveniently blamed on the FBI leadership, attempting to pinpoint the root causes of this dangerous disorder. Me thinks humbly, that those “root causes” are many, and they are intricately intertwined, as it always is in the genesis of the complex phenomena, and these “causes” are in the perpetual need of good, objective, scientific analysis. However, “the leadership aspect” of this undeniable crisis appears to be painfully and definitely present. That what the papers say.

What did Comey know, and when did he know it?
The following episode is the illustration of the sick, almost surrealistic, obviously dysfunctional state, akin to prostration, that FBI found itself, on and off, during the Obama Administration. No wonder, they missed the show.

If Mr. Comey, the former FBI Director, did not know that Weiner and Abedin were married (and this was the whole point of this circumstance), and most likely he did not know and did not care about the other very relevant things, it means that he, and consequently the whole of the FBI in that period, was out of touch, out of place, and out of time.

Mr. J.E. Hoover would get hysterical, and he would pull his hair out in a fit of rage, if he knew that, and if he had any hair left by that time.

Mr. Trump will use the facts to attack the FBI, but most agents are honest and nonpartisan. Christopher Wray, the new FBI director, promised Thursday to implement the IG’s recommendations, but his cleanup task is larger. He can start by ending the FBI’s stonewall of Congress on document requests.

With regard to the treatment of this FBI malaise, the outlines of the prescription become gradually clear.
“Michael Waller, an intelligence expert with the Center for Security Policy, said the IG report lays bare what some have been saying for decades: “The United States is the No. 1 target of every hostile intelligence service on earth.”
“With few exceptions, the FBI has very little to show that it has the strategy and leadership to cut off much more than the low-hanging fruit,” Waller said.
“It’s time to reorganize the whole FBI, retire a lot of the upper dead wood and fast-track the aggressive and capable younger field agents who think strategically and put the nation ahead of their careers,”
he added. “That will help give the FBI the new leadership the country so desperately needs it to have.”
The structural and the organisational issues also came to the fore. “It’s Time to Get the FBI Out of the Spy Business”, advises John Schindler. The prospects of the counterintelligence reform started to appear on a horizon.

“The KGB acted as a secret police force whose main goals were to keep dissenters quiet by any means necessary. Those who did not fall in line were murdered, tortured and sent to labor camps with conditions so brutal that many committed suicide.
The FBI, on the other hand, is governed by publicly known law. The organization’s leaders are often called upon to testify in a public setting, and many FBI operations have been made public record. M.N.: This question is very important, and it needs research. “Newsweek’s” answer, meaning “No”, is ridiculous and it is on the level of a 10 years old child, conceptually, operationally, and in any other sense.
Without any doubts, FBI was on its sure and hellish way to become the American KGB under Obama.
The proofs and the research is the next step in studying this historical phenomenon, mystery and equation.

The “Moral Law”, the Devils, and the Genes
M.N.: The “Moral Law“, a cornerstone of the Western Civilisation, is not a Caribbean invention. Formerly a penal colony, a place of exile for criminals and gypsies, with the population up to 80% genetically Taino, etc., Puerto Rico had never been overburdened by these “moral, socio-moral, and politico-moral” constraints and considerations. This might explain, at least in part, why “the “Carpetas” is the uniquely Puerto Rican phenomenon”, and why it is very unlikely, that this ugly FBI strategy would work in the mainland U.S., and largely it did not. The truth, and especially the scientific truth, cannot care less about the “politically correct” and sterile stereotypes. Human knowledge is immune to the baseless and brainless accusations of “racism” and other similar implied “sins”. These attitudes are just the signs of the impotent “groupthink“.
“There has been an under-estimation of the Amerindian heritage of Puerto Rico, much larger than most historians will admit,” he said.”

There are many various color labels attached to these big and little devils and their behaviors (there are “white devils”, “black devils”, “in-between devils”, “brown devils”, “red devils”, “yellow devils”, etc., etc.), but all these are just color and colored labels, all those devils are our inner devils, they are the signs of predatory animalistic behavior in a man; the antecedents of criminal and abnormal behaviors in a man. The “political and social structures” continue to live and to be transmitted through the genes, because the human behaviors, and therefore human cultures, social structures, etc., etc., are genetically inherited and perpetuated. This biological fact does not logically lead and does not justify racial and other discriminations in any way, just the opposite: the awareness of these factors have the potential to enhance racial fairness, equality, and justice.

With regard to the Past, and to the “Carpetas”. Be it all as it may, scientifically, half-scientifically, or not scientifically at all; for the practical purposes of the resolution of the currently clearly abnormal socio-political situation in Puerto Rico, it is reasonable to conclude that “the wound will not heal if the whole truth does not come out. Rosa Emilia claims that Leff (FBI Director of PR Branch) “talks a lot”, or “talks too much”. I do not see what it is “too much” that he said. His statement regarding the investigations and the pending prosecutions of the “dirty politicians”, regardless of who they are, or whom he meant, are entirely appropriate, and even gracious and legally and politically correct: he gives the advance warning that corruption will not be tolerated.
No one can argue with these goals. The questions are, HOW it is done, and HOW ETHICALLY it is done.
Ms. Rodriguez-Velez may think that I talk too much too but I will utter just one word for her and for now, as a private citizen and a blogger:

He (Caparros) and others have absolutely the same right to judge your own levels “maturity or immaturity”. And if you believe that “the cases cannot be manufactured“, you live in the “immaturely” fantasized or delusional world.
Is this how the US Attorney argues her cases: after the verdict? And quite unpersuasively at that also, and again. If this is the level of her skills and her style, I do not know who of them is “immature”. If this is the indication of the quality level of her work, I am not surprised at all that Puerto Rico has chronic problems with the state of Justice in its various aspects. Dear Guardians: Should you not consult a good shoemaker, or rather the bootmaker?
And by the way, Ms. Rodriguez-Velez, you do not look at all that you “sleep quietly”. And you should not.

M.N.: This, Grand Jury composition and rules, are not the guarantees against the “manufactured cases”, this argument of yours is ridiculous.

Is this the thinly veiled reference to the fact that the trial judge was from Boston, and if he were from Puerto Rico, the outcome of the trial might have been different, in Ms. Rodriguez-Velez ‘s opinion? This is quite an idiosyncratic point of view, to put it softly. But it might also reflect her conceptual “world-view”.
With regard to the “respect for the institutions”, it is based on the respect for the persons who form these institutions at a moment, and like any other respect, it is earned.

Speaking last night to ABC5’s On Record program, Rodríguez Vélez said that it is still being evaluated if the case is appealed, that it has not been concluded, and criticized the plaintiff, former intelligence specialist Francisco Reyes Caparrós.

“Every day the federal prosecutor’s office is an institution that Puerto Rico needs, and you have to trust the institutions,” he said.
On the possibility of her being replaced as head of the federal prosecutor’s office in Puerto Rico, Rodriguez Velez said that she is in that position as long as the Department of Justice and the president of the United States determine it. “I am a career employee,” he said.

“There were times where instructions were given that this person must find a way to prosecute,” he said. As an example, he alleged that Rodriguez asked to prosecute a state judge . “It is an aberration to be in a meeting and to say: ‘I want a judge, bring me a judge’, because she wanted a judge. That was the target, a state judge, “he said. The journalist Rafael Lenín López asked him if those expressions occurred before the trial of the former judge of Aguadilla Court Manuel Acevedo Hernández , convicted in April 2015 for judicial corruption, to which Reyes Caparrós answered with a “yes”.
The Case of Judge Manuel Acevedo-Hernandez smells strongly, and most likely is, the FBI’s, namely Carlos Cases’s set-up and the frame-up, with the possible political overtones and aspects, and with the purpose of exercising the control over the power structures.

Puerto Rico was on the Road To Banana Republic
biked unabashedly forward by the Good FBI Cowboy Carlos Cases of the PR branch, the Very Special Agent, with the subspecialty in COINTELPRO, setups, and frameups.
Yes, in my humble opinion, it is Carlos Cases of the FBI, who is the real culprit and the instigator of the “reign of terror” in the various ways, shapes, and forms in Puerto Rico, and this was the very stupid thing to do in Puerto Rico. He was and is hiding skillfully behind the others.
Rodriguez-Velez blamed him squarely for Caparros’s investigation. “But it was not an investigation of mine, it was from the FBI”, she said at the beginning of the trial.
It appears, as reported, that the FBI’s main concern was that Mr. Reyes might be exposed to the molesting influence of the Russian underage prostitutes. Were the prospects of such a horrible predicament (to be seduced and molested by the “underage” – what is that? Of what age? – Russian prostitutes”) nothing less than the loving, if somewhat overbearing, but the “usual and customary paternalistic concerns” on the part of the FBI, with the specific Puerto Rican flavor, in their mission to preserve Mr. Reyes’ chastity? Or was this particular concern of Mr. Cases’ based on his own personal experiences and vulnerabilities? Or was Mr. Cases in search of his new cases (I suspect that this is the origin of his FBI name “Cases”) to advance his FBI career? What was the cost of these frivolous, baseless, sucked out of a finger, concerns to the taxpayers? And what really important work was missed due to this misallocation of resources? The history and the FBI files are silent on all these points for now. But just for now. We might learn something about these interesting subjects later on. With regard to the quality of these activities as the “counterintelligence operation”, the bull in a china shop would have more grace, care, and sensitivity.
It was the Royal Road To Banana Republic, thanks to FBI! Former intelligence specialist Francisco Reyes Caparrós won the lawsuit against the local Federal Prosecutor’s office for “labor harassment and acts of reprisal” on 5/31/2018. Now it looks and feels like the same Process, Part 2: Who planted the “evidence” (“a presentation on socialism”) in Reyes’ computer? Was this the FBI? Answer this question, Mr. Cases. If this was done, then in principle it can be done to everyone and to everyone’s computer. This opens the road to the abuse of power and lays the foundations for the totalitarian, dictatorial rule, namely the same old “BANANA REPUBLIC”. It becomes the issue of public and national safety, security, and concerns.

The role of Rodriguez-Velez in this affair is much more publicly visible than that of Carlos Cases, but hers was not the leading role. Nevertheless, the readers comments were quite harsh: “She is now a criminal equal to the ones she pursues.” … “This gentleman showed that the reign of Rosa Emilia in the federal prosecutor’s office must end now. Too many years of abuse on the part of this lady. Arrogant.”
Who guards the guardians of Puerto Rico? Fire Carlos Cases from FBI! Fire Rosa Emilia from DOJ! They are a disgrace to the US Government! Investigate both of them in depth!

And do not call our COINTELPRO Investigators the “Village Idiots” and the “local yokels”, they are just doing their jobs, and that’s how they were trained and “educated”.

- Was “a presentation on socialism” planted in Caparros’s computer by the FBI on Carlos Cases’ instructions?
- Were the public accusations of being a “Russian spy” the deliberate slander and branding – scapegoating tactic on behalf of both Carlos Cases and Rosa Emilia?
- Were the intimidation tactics used by both the PR FBI, namely Carlos Cases, and the PR DOJ, namely Rodriguez-Velez, to keep the law enforcement forces “in line” and under their thumb, under their total control?
- Were these two persons corrupt at the same time, dispensing favoritism among the political and commercial friends and allies?
- Was the false evidence used by them illegally to frame and to convict, including the law enforcement officers and judges? Was this tactic used as an instrument of intimidation, manipulation, and control?
- What is the legal essence and the pertinent details of the sexual harassment case against Velasquez-Velez brought up by Ms. Mestey, and what is the present status of this case?
All these are not the idle questions, and they need their answers.
Puerto Rico is not the Banana Republic,
with or without the air conditioning. And it will never be the Banana Republic. Sunshine is the best disinfectant, and there is plenty of it in Puerto Rico.

I would add: It was not just Comey’s FBI, it was the Obama’s FBI, and the reasons for this specific for that period FBI’s “unaccountability” (and also, and maybe more importantly, inefficiency, as it now transpires, including the inefficiency in the counterintelligence matters) have to be explored, analyzed, and understood. One of the hypothetical explanations, in my opinion, is that Obama felt and was weak and insecure, and he needed FBI Director with the impeccable moral credentials, which Comey had, in order to provide the foil against the criticism of suppressing the opposition, the possible turmoil and insurrection in the period of the “first American black President”. FBI’s role and capabilities in controlling the internal dissent and criticism were expanded (to what degree we do not know yet), and apparently, the domestic control by all means, including the FBI’s illegal activities, was made a priority. It transpires, that this shifting of priorities and resources possibly contributed to the failures of intelligence and counterintelligence, with the unprecedented digital robberies on a huge scale; with the overall negative impact on the various aspects of security in the country.
In a hindsight, “the first American black President” does look more like the Western-African kinglet, with regard to the civil rights and liberties and the geopolitical equations, in a deeper retrospective assessment. He was more concerned with self-preservation, personal and political, than anything else, and this might be understandable to a certain degree. And with all the understanding we can render, it has nothing to do with race or the racial issues, but has everything to do with Obama being a hostage of his false, artificial and artificially, via propaganda, acquired, and outdated with all that, leftist ideological precepts. He was invisible and deeply, revengefully racist in his precepts and practices. But all these are the subjects of a different historical conversation, with a note that any attempts at understanding and investigating the Trump Presidency, Trump’s FBI, and the Trump’s FBI in Puerto Rico, should start with its most immediate historical antecedent: investigation and understanding of Obama Presidency, Obama’s FBI, and the Obama’s FBI in Puerto Rico, which included the Directorship of Mr. Cases.
FBI should not fear the attempts at analysis and understanding in-depth, they are vital for any big and significant organization’s growth and healthy development.

The point is that the so-called COINTELPRO, or the varieties of it, still are practiced by the various law enforcement agencies, sometimes including the police Preventive Intelligence units. See “Cointelpro today“. In Puerto Rico, these practices were and are especially extensive, due to the specifics of the historical and political situations.
“FBI records show that COINTELPRO resources targeted groups and individuals that the FBI deemed subversive,[5] … independence movements (such as Puerto Rican independence groups like the Young Lords), , and a variety of organizations that were part of the broader New Left.

COINTELPRO tactics are still used to this day, and have been alleged to include discrediting targets through psychological warfare; smearing individuals and groups using forged documents and by planting false reports in the media; harassment; wrongful imprisonment; and illegal violence, including assassination.[13][14][15][16] The FBI’s stated motivation was “protecting national security, preventing violence, and maintaining the existing social and political order…”
There is nothing new in it. Good detectives (but especially not very good detectives, because they had a harder time cracking their cases) also did engage in harassing the objects of their investigations (even if they were not sure that those objects were the real culprits), in order to try to prevent the future crimes and violations. The same cheap stinky wine in a new bottle and with a new label, “Cointelpro”; Mr. Hoover’s most memorable invention.
Is this not the right time to address all these issues?

Sí, en mi humilde opinión, es Carlos Casos del FBI, que es el verdadero culpable y el instigador del “reino del terror” en las diversas maneras, formas y formas en Puerto Rico, y ésta era la cosa muy estúpida que hacer en Puerto Rico. Él fue y se esconde hábilmente detrás de los otros.
Rodríguez-Vélez le culpó de la investigación de Caparrós. “Pero no fue una investigación de la mía, que era del FBI ”, dijo al inicio de la prueba.
Parece ser que la principal preocupación del FBI era que el señor Reyes podría estar expuesta a la influencia de molestar las prostitutas menores de edad rusos. ¿Era éste el amante, aunque un poco agobiante, pero la “preocupación paternalista normal y habitual” por parte del FBI, con el sabor de Puerto Rico específica, en su misión de preservar la castidad Sr. Reyes’? O fue esta preocupación particular del señor Cases’ basado en sus propias experiencias personales y vulnerabilidades? O fue el Sr. Casos en busca de sus nuevos casos (sospecho que este es el origen de su nombre del FBI “protectores”) para avanzar en su carrera en el FBI ? ¿Cuál fue el costo de estos frívola, sin fundamento, arrastrada fuera de un dedo, las preocupaciones a los contribuyentes? Y lo que el trabajo realmente importante se perdió debido a esta mala asignación de recursos? El FBI los archivos de la historia y no dicen nada sobre todos estos puntos por ahora. Pero sólo por ahora. Podríamos aprender algo acerca de estos temas interesantes más adelante. Con respecto a la calidad de estas actividades como la “operación de contrainteligencia”, el toro en una cacharrería tendría más gracia, cuidado y sensibilidad.
Era el Camino Real Para Banana Republic, gracias al FBI! El ex especialista en inteligencia Francisco Reyes Caparrós ganó el pleito contra la oficina del fiscal federal local para “acoso laboral y actos de represalia” en 31/05/2018. Ahora se ve y se siente como el mismo proceso, Parte 2: ¿Quién plantó la “evidencia” ( “una presentación sobre el socialismo”) en la computadora de Reyes? Fue este el FBI? Responder a esta pregunta, señor Cases. Si esto se hace, entonces, en principio, se puede hacer a todo el mundo y para el equipo de todos. Esto abre el camino al abuso de poder y sienta las bases para el, gobierno dictatorial totalitario, es decir, la misma edad “Banana Republic”. Se convierte en el tema de la seguridad pública y nacional, la seguridad y las preocupaciones.
QUE PUSO “UNA PRESENTACIÓN SOBRE EL SOCIALISMO” EN LA COMPUTADORA DE REYES?
¿El FBI hacer eso? ¿El señor Casos autoricen? Fue que “su trabajo”, estaba presente en el ámbito de sus funciones? (Anteriormente negó que tratar con las extensiones para la investigación de Reyes era ‘su trabajo’: “Él admitió que él no verificó la justificación de las extensiones de la investigación.‘Eso no es parte de mi trabajo’, respondió casos).
“Una presentación sobre el socialismo también se encontró en la computadora de Reyes … Más tarde se determinó que una persona distinta Reyes coloca la presentación en su computadora.”
¿El FBI hacer esto en caso de Reyes, y por qué? Responder a esta pregunta, señor Cases.
El papel de Rodríguez-Vélez en este asunto es mucho más visible para el público que la de Carlos casos, pero ella no era el papel principal. Sin embargo, los comentarios de los lectores eran bastante duras: “Ella es ahora igual a un criminal a los que ella persigue.” … “Este caballero mostró que el reino de Rosa Emilia, en la oficina del fiscal federal debe terminar ahora. Demasiados años de abuso por parte de esta señora. Arrogante.”
Que guarda los guardianes de Puerto Rico? Disparar Carlos Casos del FBI! Fuego Rosa Emilia del Departamento de Justicia! Son una vergüenza para el gobierno de Estados Unidos! Investigar los dos en profundidad!
TRATE DE COINTELPRO EN ELLOS!

Y no llame a nuestros investigadores COINTELPRO los “idiotas del pueblo” y los “paletos locales”, que están haciendo su trabajo, y eso es la forma en que fueron entrenados y “educados” .
Seguirlos de cerca y dejar que ellos saben que están vigilados cada minuto. Con suerte, van a corregir sus malos caminos y entrar en el camino de la redención, de acuerdo con la “mentalidad de prisión Panóptico de FBI . (Bueno, es demasiado tarde, de todos modos.)

También, y esto es una recomendación seria: investigar bien y de manera objetiva la “guerra de la información – la propaganda – ciber – medios de comunicación social” unidades y las unidades de inteligencia y paramilitares de cada fuerza política y para-política significativa en Puerto Rico, que podrían desempeñar sus funciones en la difusión de la agitación y la inestabilidad, de acuerdo con sus propias agendas políticas. Y esto es en adición a las deficiencias habituales en el FBI y el trabajo de aplicación de la ley y la corrupción generalizada endémica de las élites.

Puede ser que había sido una comedia si no tuviera tanto drama, que es bastante habitual para el FBI. Los hombres-G bastantes personas “dramáticas”, si no histérica veces. Que a su vez se remonta a las raíces profundas psicopáticos del FBI.

Los hechos y las cuestiones planteadas y, descubiertos durante este juicio exigen su lógica
Seguimiento y nuevas investigaciones:
- Era “una presentación sobre el socialismo” plantada en el ordenador de Caparrós por el FBI por instrucciones Carlos Cases’?
- Eran las acusaciones públicas de ser un “espía ruso” la difamación deliberada y la marca – scapegoating táctica en nombre de ambas Carlos Cases y Rosa Emilia?
- Fueron las tácticas de intimidación utilizadas tanto por el FBI PR es decir, Carlos casos y la PR Departamento de Justicia, a saber, Rodríguez-Vélez, para mantener las fuerzas policiales “en línea” y bajo su pulgar, bajo su total control?
- Eran estas dos personas corruptas, al mismo tiempo, dispensar el favoritismo entre los amigos y aliados políticos y comerciales?
- Fue la evidencia falsa utilizada por ellos de manera ilegal para enmarcar y para condenar, incluyendo los agentes de la ley y los jueces? Esta táctica fue utilizada como un instrumento de intimidación, manipulación y control?
- ¿Cuál es la esencia jurídica y los detalles pertinentes del caso de acoso sexual contra Velásquez-Velez planteados por la Sra Mestey y cuál es la situación actual de este caso?
Todas estas no son las preguntas ociosas, y que necesitan sus respuestas.
Puerto Rico no es el Banana Republic,
y nunca será el Banana Republic. El sol es el mejor desinfectante, y hay un montón de que en Puerto Rico.
